Keith G. Mabray (Chief Executive Officer "CEO")
An expert on security and law enforcement by every standard, Keith has extensive
knowledge about the peculiar security situation of the African continent,
having traveled different regions of the continent, performing security/law
enforcement work for the US Department of Justice (DEA). On deployment to
Nigeria, he had responsibilities that included advising the United Sates
Ambassador on narcotics trafficking trends in West Africa. He was also responsible
for stemming the high rate of narcotics trafficking into the United States
via West Africa. During this period, he was the second highest-ranking law
enforcement official of the United States government in over twenty West
African countries simultaneously.
He has also had the opportunity to transfer this immense wealth of knowledge
on matters of security and law enforcement to many host country government
officials within the continent of Africa. He has delivered several papers
on security and law enforcement at security seminars involving local law
enforcement agencies such as the Nigeria Police, NDLEA, Nigerian Immigration
Service, and Nigerian Customs etc. He has equally trained countless numbers
of law enforcement officers on modern security and Law enforcement techniques
on weapons handling, narcotics enforcement, report writing, surveillance
and counter surveillance, United States embassy security issues, emergency
evacuation, fugitive apprehension, airport interdiction, concealment methods
and document fraud.
He has also worked in concert with Law enforcement and security agencies
internationally, often participating in very complex joint cross-national
high-risk security operations. He has administered polygraph tests for law
enforcement officers as well as urinalysis testing for internal investigation
units. He has also assisted in the coordination of United States congressional
and presidential visits.
Keith has since left the government for private practice, bringing his enormous
wealth of experience into an industry he is only too familiar with. His
vast knowledge on complex security issues and extensive contacts he has
built while serving in different countries of Africa has made him extremely
knowledgeable in the West African security arena.
Emmanuel Ebe (Chief Operation Officer "COO")
Emmanuel has a background in criminal justice/security. He had his training
in the United States of America and it was here that he first practiced
professionally before returning to Nigeria. He has held several positions
both in the United States government and the private sector. He has at
different times been in the employ of the City of Raleigh, Raleigh NC,
USA; Mississippi Department of Corrections, Jackson, USA; Sheriff’s
Department of Caddo Parish, Shreveport Louisiana, U.S.A. among others.
On his return back to Nigeria, Emmanuel has been involved in security
consultancy work at various levels both in the public and private sector
and it is this immense know-how that he has brought with him to MPTC.
Clement Adjolohoun (Security Manager)
Clement is in charge of MPTC's international operations. Like Keith, Clement
is a thoroughbred security expert with immeasurable experience in different
aspects of security procedures. In addition to being multilingual, he
has trained extensively in security operations both in the United Sates
of America and several countries in West Africa. Areas which Clement demonstrates
a high level of awareness and expertise include diplomatic security, weapons
handling, drug enforcement, defensive driving, crises response, fire fighting,
paramedics, advanced surveillance and detection among others. He has been
decorated several times for exemplary conduct in the line of duty. Amongst
the numerous are:
- Cash award in recognition for outstanding and dedicated work performed
as the Foreign National Investigator at U.S. Embassy Cotonou, Benin
in the Aftermath of the September 11, 2001 Terrorist attacks on the
World Trade Center and the Pentagon
- Ambassador’s Appreciation Award for outstanding service and
dedication to the U.S. Embassy, Cotonou, and its mission community
- Meritorious Honor Award in recognition of extraordinary performance,
dedication and professionalism while serving as the Foreign Service
National Investigator at the U.S. Embassy in Cotonou, Benin.
In addition, clement also has a firm understanding of the security needs
of the West African region. This has continued to make him stand out among
his contemporaries.
Edgar Moses (Security Advisor)
Mr. Moses trained as a psychologist and has had a distinguishing career
of about 30 years of meritorious service at different levels of security
and law enforcement duties, both in the United States of America and internationally.
A former US army artillery captain, combat helicopter pilot and United
States DEA special agent, he at different times throughout his career
in government, had senior level responsibilities. Some of these include:
- Principal U S Government advisor in West Africa on operations and
polices relating to drug and other law enforcement matters.
- US Government’s top drug law enforcement agent covering 21
countries in West Africa
- Assistant Group supervisor of force group consisting of U S Customs
And Drug enforcement agents in Miami, FL investigating international
cocaine and heroin smuggling organizations.
- Co-Director/implementer (with diplomatic status) of special operation
interdicting narcotics smugglers from South America into Florida and
other parts of the United States.
A trusted and experienced hand when it comes to security matters, Moses’
experience is definitely a contributing factor to the success of MPTC's
operations.
Femi Mann (Security Project Manager "SPM")
Femi is in charge of administration at MPTC and he has had over ten years
of experience in middle level management capacity, covering several key
sectors of the nations economy. He trained as a professional banker and
has at different times been employed in the Banking, Oil & Gas, Information
Technology & Telecommunications, Aviation, Building Construction among
other sectors of the nation’s economy. Femi has been involved in
the planning and execution of several key projects including the successful
hosting of the then leader of the Republican Party in the United States
Congress – Congressman J.C. Watts on his visits to Lagos and Abuja
in 2001. He has also managed projects worth several millions of Naira
including the reclamation of 18,000sq meters of land along the Lekki/
Epe axis of Lagos, Nigeria. He is also a member of the Chartered Institute
of Bankers of Nigeria (CIBN). Possessing an uncanny knack for detail and
a strong analytical mind, Femi is at home when it comes to the nitty-gritty
of security administration and his contributions have been vital to the
team’s overall success.
Patrick Ekowhiro (Security Supervisor of Operations "SSO")
Patrick is a time-tested security professional with immense experience
on the field and a good working knowledge of the local security terrain.
He oversees operations and logistics at MPTC where he has had the opportunity
to put his several years of training to work. An expert on defensive techniques,
surveillance and detection, executive protection, defensive driving among
others, Patrick has also been severally decorated. Some of these awards
given for outstanding performance in the line of duty include:
- Certificate of Appreciation for valuable contribution to the United
States Information Service (USIS), Lagos
- Extra Mile Award for the visit of the Secretary of State to Nigeria
of the United States of America, Madeline Albright
- Extra Mile Award for the visit of President of the United States
of America, President William J. Clinton to Nigeria
He has also done executive protection work for the President of Coca
Cola International, Managing Director Elizade Nigeria Limited- Chief Ade
Ojo, amongst a list of other important personalities.
